The
International Atomic Energy Agency (IAEA) (http://www.iaea.org)
serves as a global central intergovernmental forum for scientific and technical
co-operation in the peaceful use of nuclear technology and acts as an
international inspection agency to verify that nuclear materials are not
diverted away from legitimate peaceful use for military purposes. It was
established in 1957.IAEA has regional
offices in Geneva, New York,
Toronto and Tokyo. On July 3, 2009, IAEA Board of
Governors has officially appointed Mr. Yukiya Amano (Japan) as a next Director General
of the Organization for a term of four years.Agency is led by Director General and six Deputies who head
the major departments. IAEA programmes and budgets are set through
decisions of its policymaking bodies - the Board of Governors and the General
Conference of all Member States. The Agency works with its 137 Member States,
including Tajikistan
and multiple partners worldwide to contribute to international peace and
security, and to the World's Millennium Goals for social, economic and
environmental development.
Tajikistan signed the Treaty on Nonproliferation
of Nuclear Weapon in 1997. In
1999 Tajik Government has established the Nuclear and Radiation Safety Agency
of the Academy of
Sciences which authorized
as National Focal Point of Tajikistan to IAEA simultaneously. On November 1st,
2001 Tajikistan has been accepted
as MemberState to IAEA. In accordance to National
Law “On RadiationSafety” the Nuclear
and Radiation Safety Agency (NRSA) under Tajik Academy of Sciences liaisonstechnical cooperation programs (TC) with IAEA
(Mr.Ulmas Mirsaidov, Head of NRSA).
IAEA
Joint Conventionon the Safety ofSpentFuelManagementand on theSafety ofRadioactiveWaste Management entered intoforcefor
theRepublic ofTajikistan on11 March2008. Under TC Program
of IAEA during 2006-2007a number of projects in the field of nuclear waste
reduction and nuclear medicine in Tajikistan has been implemented. On
January 13, 2009 Parliament of Tajikistan has ratified Treaty on establishment
of free nuclear zone in Central Asia. The
Agreement on the Privileges and Immunities of the IAEA entered into force for
the Republic of Tajikistan on May11, 2009.
IAEA
Technical Cooperation (TC) Department supports priorities of Tajikistan and
plays an important role in establishing and developing national nuclear
technology capacities. IAEA provides significant socioeconomic benefits in
agriculture, environmental protection, human resource development, human
health, sustainable energy development, radiation technology and safety and
security. TC Program of IAEA for Tajikistan in 2009-2010 are approved
by relevant decision of Board of Governors. Currently, 5 National Projects covered by
budget funding from IAEA and 15 Fellowships and Scientific Visitors funded
under regional or Interregional projects.
The 2009–2011 TC programme for Tajikistan includes
the establishment of a National Educational and Training Centre on Radiation
Protection. Activities in the health sector will carry on with a project to
implement laboratory services for tumour markers. This is expected to improve
early diagnosis of malignant conditions in women. The health ministry is also
very keen to impose proper control over food safety and develop laboratory
capacity for such checks of radioactive agents in food via another new project.
Tajikistan
being a highly seismic area, the Agency will support a dedicated project to
create a non-destructive testing capability, which will contribute to the
proper testing of building structures as well as elements in pipelines,
railways, etc.
The regional project to
rehabilitate the uranium mining/milling legacy sites remains very important to Tajikistan. It
will help strengthen regulatory infrastructure to control remediation
activities, extend support to the government in preparation for remediation and
will assist the government in assessing the economical feasibility of
re-treatment of the existing tailings sites with the purpose of extraction of
more uranium, subject to government request to that effect. Re-treatment is
being considered as an element in the overall remediation strategy. All in all,
Tajikistan
plans to participate in 24 regional projects.
