From June 14 to
16th,
2011 the member of Bundestag, the coordinator on energy issues,
the speaker of the CDU / CSU in the Bundestag on economic policy - Dr. Joachim
Pfeiffer paid an introductory visit to Tajikistan.
The visit was organized by Konrad
Adenauer Foundation, headquartered in Tashkent and its authorized
representative in Central Asia, Mr. Thomas Kunze.
During his visit, on June
16th, 2011 Mr. J. Pfeiffer has met
with the Deputy Minister of Foreign Affairs of the Republic of Tajikistan, Mr.
N. Zohidov, as well as participated in a Round Table
on the theme: "Peace in a Changing Development: New Challenges of 21st century in the
financial and economic policy. " At a meeting of the Round Table the member
of the Bundestag made a speech which stated his
position on the EU Strategy for Central Asia, water issues in the region and building of Rogun HPP.
According to the deputy of Bundestag, Germany's relations
with Tajikistan are based on the strategy of the European Union, which is aimed
on stability in Central Asia, including Tajikistan.
"The objective of the Strategy - is the
establishment of mutual understanding in the region. But today the countries of
region distant from each other, and trying to attract western countries
in solving their problems" - underlined Pfeiffer.
As an example the deputy
of the Bundestag led the contradictions between Uzbekistan
and Tajikistan
associated with Rogun project. "The Rogun project is the best project for the development of the region. But
Uzbekistan opposes it. Tajikistan should engage in dialogue with Uzbekistan, and even try to get
Uzbekistan involved in the process of implementation of Rogun project " - concluded Pfeiffer.

on April 4. The delegation members include 22 OSCE heads of mission and
Director of the OSCE Conflict Prevention Center Herbert Salber. The
purpose of the visit is for the delegation to get acquainted with the situation
in Tajikistan,
the OSCE activity on supporting strengthening border management and discuss
regional cooperation development issues. The OSCE first established a
presence in Tajikistan in
early 1994 when it opened the Mission to Tajikistan.
In October 2002, it was renamed the Center in Dushanbe and its tasks were broadened.

Ambassadors visit Tajikistan, Kyrgyzstan
to discuss transnational threats

group of 17 OSCE Ambassadors arrived in Dushanbe
on 4 April 2011 for a week-long trip to Tajikistan
and Kyrgyzstan
to familiarize themselves with how the Organization addresses transnational
threats in the region. They visited the OSCE Office in Tajikistan and
met with top government officials, including President Emomali Rakhmon and
Foreign Minister Hamrokhon Zarifi, and civil society representatives working in
areas relevant to comprehensive security. The
Ambassadors’ stay in Dushanbe will include a
full-day workshop at the OSCE Border Management
Staff College
on the various aspects of transnational threats, including the OSCE’s
engagement with Afghanistan,
and a visit to the Nizhny
Pyanj Friendship
Bridge on the
Tajikistan-Afghanistan border. “Central Asia has been a political focus for the OSCE for
a number of years and drew even greater attention during the 2010 Kazakh
Chairmanship and the Astana Summit. The region’s participating States play an
increasingly important role in the Organization,” remarked Renatas Norkus,
Permanent Representative of Lithuania
and Chair of the Permanent Council, who is leading the trip. “The
planned encounters with officials and civil society, the workshop on
transnational threats and the visit to the border with Afghanistan will allow us to get a better
picture of the situation on the ground, and to follow up when we are back in Vienna,” he added. Ambassador
Heiner Horsten of Germany said: “Transnational threats such as terrorism,
violent extremism and trafficking in drugs and human beings are a matter of
concern to both Tajikistan and Kyrgyzstan, as they are to all participating
States, and we are convinced that the OSCE through its comprehensive approach to
security is providing and can continue to provide valuable support to Central
Asian countries in countering these challenges.” The
Ambassadors will also travel to Kyrgyzstan,
where they will meet with Kyrgyz authorities, including President Roza Otunbaeva,
and visit the OSCE Centre in Bishkek and Field Office in Osh.

Organization for Security and
Co-operation in Europe (OSCE) Ambassadors’s Visit to Tajikistan
On April 4-6, 2011, the Official Delegation of OSCE Ambassadors consisting of
Ambassador Renatas Norkus, the Head of the OSCE Permanent Council, Heads of
Missions to the OSCE and representatives from the Conflict Prevention Centre
will visit Dushanbe.
According to visit plan, OSCE Official Delegation will have meetings with the
President of the Republic
of Tajikistan Emomali Rahmon,
the Minister of Foreign Affairs Hamrokhon Zarifi and representatives of the
civil society, including NGOs. In the course of the meetings, the following points will be considered: the
OSCE Office in Tajikistan
and Border Management Staff
College activities,
countering radicalism and extremism, the country’s coordinated actions with the
OSCE Office in developing capacity for combating these threats along with other
issues of the bilateral cooperation. During the trip to the Republic of Tajikistan, the OSCE Ambassadors intend to visit the
Afghan-Tajik border, following which they will leave the country for Kyrgyzstan.

Meeting of the OSCE Group of
Ambassadors with Mr.H.Zarifi, the Minister of Foreign Affairs
In the framework of the official visit to Tajikistan the Group of the OSCE
Ambassadors met with Mr. H. Zarifi, the Minister of Foreign Affairs. In his speech the representative of OSCE chairing country (Lithuania) calling Tajikistan one of the constructive
partners of the OSCE evaluated cooperation of the Government of Tajikistan in
three dimensions of the Organization as appreciable. Particularly, the role of
the Republic of Tajikistan in implementation of
Ministerial conference decisions on fighting against drug trafficking and
strengthening of border management was underlined. In the course of the meeting Minister answered to questions of ambassadors
which covered wide range of bilateral relations between Tajikistan and OSCE as well Tajikistan with
other participating states. Exchange of view held on issues of further
interaction in border strengthening, fighting against drug trafficking, and
cooperation in human, ecology and economy dimensions. The meeting held in friendly atmosphere and in spirit of mutual understanding.

Tajik-Austrian Bilateral
political consultations
On the morning of April 1st 2011
in the Federal Ministry for European and International
Affairs of Austria the political consultations between delegations of Tajikistan and Austria were held. During the consultations the current state of bilateral relations, expansion of
the legal basis, cooperation between the EU and Tajikistan,
regional issues, the situation in Afghanistan and other issues of
mutual interest were discussed. In the discussion a detailed exchange of views and the parties spoke on the
issues of mutual interest was held. In general, it was stressed that bilateral
relations are at a good level, but efforts should be made for their further
development. It was noted that a good dynamic development of cooperation
between Tajikistan
and the EU, especially in recent times. Representatives of both sides agreed to hold similar meetings in the future.

Meeting of the Minister of Foreign Affairs of Tajikistan
with the Minister for European and International Affairs of Austria
On April 1st 2011, the
Minister of Foreign Affairs of Tajikistan has met with his Austrian
counterpart, the Federal Minister for European and International Affairs of
Austria Michael Spindelegger during his visit to the Republic of Austria. At the beginning of the meeting Mr. Spindelegger warmly greeted Mr. Zarifi and
expressed hope for further development of bilateral relations. In turn, Minister Zarifi thanked his counterpart for the invitation to visit Vienna and the
opportunity to meet and discuss the relations of the countries, both on
bilateral and multilateral levels. Mr. Zarifi informed his interlocutor about the meetings and discussions, which
took place on March 31in the framework of his participation in the OSCE
Permanent Council. Special place in the expressions of the Minister Zarifi held an issue of
bilateral relations between the countries. In this regard, Mr. Zarifi noted the
importance of preparation and signing of bilateral documents, which would
create a legal framework for the further development of trade and economic ties
between the countries. Mr. Spindelegger supported the assessment of Mr. Zarifi and noted that for the
development of cooperation it is necessary to have legal framework documents. Further,
Federal Minister for European and International Affairs of Austria expressed
his country's interest in the implementation of some hydropower projects, in
particular, funded by the European Union and European banks. He also said that Austria has opened an office in Almaty, which
will facilitate greater trade and economic relations between Austria and
Central Asian countries. Minister Zarifi in response to the interest of the Austrian side proposed to
participate in the tender for the project of hydro-power plant Rogun after its
examination from the World Bank. Also, in his opinion, Austria could
participate in the project CASA-1000, which would contribute to the
diversification of its potential participants. Minister Spindelegger addressed to Mr. Zarifi requesting to support Austrian
candidates for election to various positions in several international organizations.
In response, the Tajik Foreign Minister assured his interlocutor that the
request of the Austrian side will be considered. Minister Zarifi requested the Austrian side to assist in training the
representatives of Tajikistan
in the Vienna Diplomatic
Academy and other educational
institutions in Austria.
In his opinion, it could be possible to arrange the study of Austrian students
in Tajik universities and to organize student exchanges in various areas
including arts and culture. At the request of M. Spindelegger Minister Zarifi informed him about the
situation in the region, relations between Tajikistan
and the countries of Southeast Asia, the dialogue between the EU and Tajikistan on
human rights and other issues. At the conclusion of the meeting Mr. Zarifi invited his counterpart to visit Tajikistan in
any convenient time.

Mr. H. Zarifi in the 852nd Meeting of the OSCE Permanent Council
On March 31, 2011 the Minister of Foreign Affairs of the Republic
of Tajikistan Mr. Hamrokhon Zarifi
during his visit to Vienna
attended the 852nd Session of the OSCE Permanent Council where he made an
address. Following the speech delivered
by Mr. H. Zarifi, the word was given to the heads of the OSCE participating
states missions. Addresses were also made by the Ambassadors of Hungary (on behalf of the European Union), United States, Russian
Federation, Belarus,
Kyrgyzstan, Kazakhstan, Uzbekistan,
Japan and Afghanistan. Speakers
welcomed the key points stated in the address of the Minister. The Minister gave clear
explanations and comments on some statements of the Ambassadors. After participating in the Meeting of the OSCE Permanent Council the Minister
of Foreign Affairs of Tajikistan met with a number of media representatives and
replied to their questions.

On March 31, 2011Mr. Hamrokhon
Zarifi, the Minister of Foreign Affairs of the Republic
of Tajikistan in Vienna held a meeting with Marc Perrin de
Brichambaut, the OSCE Secretary General. The Foreign Minister Mr. H.
Zarifi thanked the Secretary General for the invitation and opportunity to
address the OSCE Permanent Council. He also expressed satisfaction with the
level of cooperation between Tajikistan
and the OSCE. The Minister particularly noted the importance of forthcoming
visit of the OSCE Ambassadors to Tajikistan. In this regard, he
assured that the Tajik part will make all necessary efforts to arrange this
visit at the adequate level. The OSCE Secretary General
thanked the Minister for his address at the Permanent Council and stressed the
importance of the issue raised in the statements about security situation in
the region. Both parts also discussed
issues related to the situation in Kyrgyzstan
and Afghanistan
and the Tajik-Afghan border control and other regional issues as well. The
Minister extensively shared his views and outlined the position of Tajikistan
on the abovementioned issues.

the participation of the Minister of Foreign Affairs of Tajikistan in a working
dinner
On March 31, 2011 Mr. Hamrokhon Zarifi,the Foreign Minister of the Republic of
Tajikistan took part in a working dinner in Vienna hosted by the OSCE
Lithuanian Chairmanship. The Ambassadors of the United
States of America, Russian
Federation, Kazakhstan,
Turkey, Hungary, the
European Union and the OSCE Secretary-General were also invited to the working
dinner. During the informal discussion
and exchange of views the sides considered a number of matters of concern. Mr. H. Zarifi drew attention
to the issues of the OSCE Bureau in Tajikistan
and its Field Operation Offices, situation in Afghanistan
and the actions of the coalition forces in this country, the OSCE's role in the
involvement of the Central Asian countries in the rehabilitation of Afghanistan,
regional water and energy problems and other subjects as well.

social services.
Japan is pleased to note
that last year Japanese funding totaling 2.72 million Euros was effected
through the OSCE for the reinforcement projects of border management benefiting

as well. It is premature to draw any conclusion out of my latest visit but I felt quite
happy with my contact with the OSCE head office in Dushanbe
and its field offices as well as the Ministry of Foreign Affairs and also some
NGOs in Tajikistan.

“The European Union continues to pursue closer relations with Tajikistan. The EU, within the
framework of the Partnership and Cooperation Agreement, is assisting the Tajik
Government in its structural reform process, as well as enhancing civil society
capacity, working in partnership with local and international NGOs. The EU welcomes the
improvement in the security situation in Tajikistan, following a series of
incidents that took place in the second half of last year. We support the
Government’s efforts to ensure the security and stability of the country, and
recognize the considerable challenge this presents. We encourage the Tajik authorities to continue to work with the OSCE Office to
combat violent extremism and radicalization, to implement the National Border
Strategy and to improve cross border co-operation with its neighbors, including
in respect of demining. Co-operation between the EU and Tajikistan on all these issues
remains productive. The EU would also like to
thank the Government of Tajikistan for the work it has been doing with the
Afghan authorities, under the auspices of the OSCE, notably with regard to

"It is gratifying to note that this is the second recent address of the
Minister of our friendly partner country from the CSTO to the OSCE Permanent
Council. This is a significant contribution to the dialogue within the OSCE and
the clear demonstration that all CSTO member states make a point of the OSCE. The Republic of Tajikistan,
of course, is an important part of our Organization. The geographical location
at the southern borders of the OSCE makes Tajikistan a key element in
ensuring international security and stability in the exterior perimeter of the
Organization. Primarily it is subject to terrorist and narcotic threats
proceeding from Afghanistan. In this context international cooperation and provision of necessary assistance
to Tajikistan,
including the OSCE support are of fundamental importance. In this case, we
presume that such assistance from the Organization should be carried out by the
request and in accordance with the priorities of the Tajik side itself. Belarus and Tajikistan are
long-time friends and partners. Our countries work closely on a wide range of
issues both in bilateral and multilateral formats: within the CSTO, CIS and the

We note with approval that most of the approaches mentioned today by the
distinguished Minister get in line with Russian agenda. We can say that
well-regulated cooperation between Moscow and Dushanbe in various
bilateral and multilateral formats is fully established in the OSCE as well. In particular, we fully share
the opinion of the distinguished Mr. H. Zarifi that perfect functionality of
our Organization as a subject of international law and its equitable
cooperation with the key international organizations in shaping a common
security space can not be possible without settling the burning issue of the
OSCE’s legal status. Russia,
Tajikistan and other Participating States for many years have consistently
put forward the idea of adoption of the OSCE’s Charter. We fully agree that security
in Central Asia is inextricably connected with situation in Afghanistan. In
this respect, Tajikistan
certainly is on the "firing line" facing first the threats of
terrorism and drug trafficking which come from the south. Russia appreciates the
efforts of Tajikistan
in combating the spread of these global challenges and is ready to coordinate
and provide an allied assistance to partners within existing agreements. Russia like Tajikistan
stands for the implementation of regional projects in such fields as energy,
transport infrastructure and building trade relations, an important
prerequisite for which is the free movement of persons, goods and services. Russia is committed to
development of the hydropower complex in Tajikistan, which is essential to
the economic capacity building of the country. With our key involvement in July
2010 was commissioned the Sanguda HPP-1. The President of Russia Dmitry
Medvedev has described this event as the most important one in the history of
bilateral relations in recent years".

undeniable fact. It cannot be negated. We share and do support your
assessment to transnational threats, particularly aggressive drug threat coming
from the territory
of Afghanistan. In
existing situation, Tajikistan
is the main connecting link in accomplishment of Ministerial meeting’s
decisions on strengthening of OSCE interaction with Afghanistan. In this sense, we consider as
a good decision the Project on establishment and development of OSCE Dushanbe
Border College.
We completely agree with the Minister that it is already bringing real results. We highly appreciate the
efforts by Tajik Leadership in that direction. Despite all complexities and
difficulties of economic, social, and political development Tajikistan brings herself to help
neighboring countries with their development and formation. By taking this opportunity, I
would like to thank Tajikistan for that in a difficult time, when Kyrgyzstan
was involved in abyss of interethnic collision, she did not stood aside and had
rendered highly needed moral, material, and humanitarian support to Kyrgyz
people. It simply cannot be forgotten and deleted from our common annals of
history. Today, Kyrgyzstan and
Tajikistan having common centuries-old rich history and culture actively
cooperate among themselves both bilaterally such as in military- political,
economic, and cultural-humanitarian spheres and multilaterally within the

particular, for his call for continued and increased assistance to Afghanistan in all areas, such as enhanced
support of the OSCE and expansion of transport links with Central
Asia. I also wish to
seize this opportunity to express my government's gratitude for the continued
support offered by the OSCE Office in Tajikistan,
the Border Management
Staff College
and the host country in sharing expertise with border police and customs officials
from Afghanistan.
The promotion of cross-border co-operation between Tajikistan
and Afghanistan
is key to enhance security in the region. Tajikistan and Afghanistan are
connected by history, culture and language and are striving to further broaden
and strengthen the excellent relations in numerous areas. Our two countries
will boost joint efforts towards peace and stability and the fight against
terrorism, drug trafficking and other organized crimes, and will also intensify
trade including the expansion of transport links. The
Government of Afghanistan is committed to further expand cooperation with its
three neighboring OSCE participating States, and to employ OSCE structures for
regional co-operation with a view to effectively countering transnational
threats”.

The Republic of Tajikistan
attaches great importance to the development and extension of relations with
the European Union. Relations
with the EU are among priority directions of the foreign policy of our country. The official visits of the President
of the Republic of Tajikistan H.E. Emomali Rahmon to Brussels
and several European countries in February 2009 have confirmed the adherence of the Republic of Tajikistan
to comprehensive development of partnership and cooperation with the EU. The President of Tajikistan H.E. Mr. Emomali Rahmon submitted the package of the priority projects of regional significance to
the leadership of the European Commission. We hope that the European Commission
after thorough consideration of these projects will make a positive decision. Tajikistan believes that the
implementation of the EU Strategy will
contribute to the integration process in Central Asia
and will improve the bilateral relations between countries in the region. The
Strategy covers the most significant and important trends and areas of
cooperation between Central Asian countries and the European Union. Bilaterally, an EU-Tajikistan relation is governed by the Partnership
and Cooperation Agreement, which
was signed in late 2004 and expected to enhance bilateral relations and
heighten the EU profile in Tajikistan,
as it sets out the parameters for increased political dialogue and cooperation and
aims to promote bilateral trade and investments. It provides a comprehensive
and ambitious framework for joint EU-Tajikistan work, in all key areas of
reform.
The first meeting of the
Cooperation Council was held on December 13th, 2010 in Brussels. The Co-operation
Council provided a good opportunity to review recent economic and social
reforms in Tajikistan. Cooperation between Tajikistan and the EU has been
actively and intensively developed during the last years. Tajikistan is pursuing a closer relationship with the European
Union, targeting its co-operation, to facilitate economic transition, promoting
inclusive, sustainable human and economic development. Tajikistan is interested in maximum use of the bilateral economic
cooperation potential with the EU, attraction of European investments to the
development of priority areas of the
country's economy, in particular hydropower, transport and communications,
industry and agriculture. In relations with the EU the Republic of Tajikistan proceeds from the need
to cover the most important trends and areas of interaction, including the
process of democratization, rule of law, border management, combating drug
trafficking, transport and energy, particularly renewable energy, water
management, environmental protection, education, trade and investment, support
of Tajikistan’s accession to WTO. The economic cooperation between the Republic of Tajikistan
and the EU needs to be elevated to the level of political relations. Tajikistan also receives regional and thematic assistance in areas
like border management and drug control (BOMCA/CADAP), education (TEMPUS,
Erasmus Mundus), water / environment, human rights and democracy (EIDHR),
non-State actors (NSA) and SME development (CA-Invest), and disaster preparedness
(DIP-ECHO). Tajikistan first among the Central Asian countries signed the framework Agreement on
cooperation with the European Investment Bank. We hope that after its entry
into force (1st December 2009), the EIB will be actively involved in
investment of projects in Tajikistan,
particularly in the hydropower sector. The good example is the reconstruction project of Kayrakum Hydropower
station. It is planning to be started during 2010 by the European Investment
Bank in cooperation with the EBRD and the European Commission. Since the adoption of the European
Union and Central Asia: Strategy for a New Partnership in June 2007, bilateral relations between the EU and Tajikistan have
intensified in a number of fields. One particular area is that of human rights,
where the EU and Tajikistan
entered into an enhanced dialogue in October 2008. The EU-Tajikistan human
rights dialogue offers a platform for discussion on questions of mutual
interest, and serves to enhance cooperation on human rights. Under current circumstances, gaining energy independence and releasing the
country from communication isolation is a vital necessity for Tajikistan. For
these purposes the EU assistance is important in conducting feasibility study
on hydropower and communication projects in Tajikistan. There 64 km3 of water stock out of an aggregate volume of 115
km3 of the Aral Sea basin generates in Tajikistan. In addition, Tajikistan has
abundant unexhausted sources of hydro-energy ranking the 8th in the
world on total amount and the 2nd on specific volumes. Total
hydropower potential of the country is estimated at 527 billion kWt\hours of
electricity per year. Nature, picturesque and skyscraping mountains, as well as unique
landscape in Tajikistan
remind of a small Switzerland
in Central Asia. Wild nature, high mountains,
fresh spring water and ancient historic sights make Tajikistan attractive for tourists. We are
confident that today more than ever before the vitalization of the activity of
the European Union in Central Asia for
solution of issues related to the process of further achievement of stability
and sustainable economic development of the region is important. Only
with common consolidated efforts of the European Union and the countries of the
region we would be able to solve those problems and challenges which our
governments and the people face today. The Republic of Tajikistan,
on its turn, is always open for effective and constructive cooperation, both
with the European Union, as well as with other countries.

TAJIKISTAN, AUSTRIA
TO SIGN DOUBLE TAXATION AVOIDANCE AGREEMENT
Austria and Tajikistan are considering the
issue of signing the Agreement on the avoidance of double taxation, the prevention
of fiscal evasion with respect to taxes on income and the protection of
investments, Mr. Franz Wessig, Head of the Division of Southeast Europe, Caucasus
and Central Asia, Austrian Federal Ministry of
Economy, Family and Youth, told Asia-Plus on
December 15."This agreement will allow Tajikistan and Austria
to expand their bilateral economic cooperation," said he,
"Tajikistan's Ministry of Finance, the
Government of Austria and Austrian Embassy in
Tajikistan
are actively cooperating and carrying out fruitful work in order to resolve
the double taxation issue. Mr. Wessig hopes the Agreement will be signed during
Tajik president's visit to Austria
scheduled for June 2011. Austrian official noted the Austrian
government supported Tajikistan's initiative
to join the World Trade Organization (WTO).

TO BOOST ECONOMIC COOPERATION DUSHANBE
The third meeting of the Tajik-Austrian commission for trade and
economic cooperation took place in Dushanbe on December 15.Co-chaired by
Saidrahmon Nazriyev, Deputy Minister of Economic Development and Trade of Tajikistan,
and Franz Wessig, Head of the Division of Southeast Europe, Caucasus and
Central Asia, Austrian Federal Ministry of Economy, Family and Youth, the meeting
discussed issues related to expansion of trade and economic cooperation
between the two countries. The sides agreed to encourage initiatives of business
sector on expansion of bilateral cooperation as well as encourage and support
cooperation in launching joint ventures. The program of main directions of cooperation
between Tajik and Austrian companies was presented during the
meeting that resulted in signing of a Protocol. Mr. Wessig told reporters that
during its stay in Tajikistan
the Austrian delegation also conducted negotiations with
senior representatives from Tajikistan's
ministries of transport and finance
to discuss cooperation issues. According to him, the sides outlined sectors
like energy, industry, agriculture, tourism, health, transportation and water
supply as areas that could drive further expansion of long-term cooperation
between the two countries. The next fourth meeting of the Tajik-Austrian commission
for trade and economic cooperation is expected to take place Vienna in 2011.

On December 15, 2010 during
the 3rd Intergovernmental Joint Trade-Economic Committee Meeting,
which took place in Dushanbe the Austrian Delegation
expressed its readiness to support Tajikistan
providing relevant Austrian experts to the Country and facilitate Tajik professional's
involvement in labor market in Austria.
The Austrian Delegation is
also positively considered the willingness of Tajikistan
to train Tajik migrant workers in Austria. It was noted that the Austrian
authorities will study Tajik proposals on furthering technical and methodic
cooperation and assisting the basic vocational training centers to train
qualified specialists taking note the requirements of European labor market.
The Tajik Migration Service of
the Ministry of Internal Affairs proposed to the Austrian side to provide assistance
in establishing the National Database on Migration for monitoring purposes.
Both sides discussed incoming
cooperation in the field of printing new generation of travel documents, such
as biometric passports, driver licenses, ID cards, stickers and other.

Summit in Astana H.E. the President of the Republic of Tajikistan
Mr. Emomali Rahmon has met his Austrian colleague, H.E.
the President Heinz Fischer. The President
of Tajikistan expressed its
appreciation to Mr. Heinz Fischer
for continued support and technical
assistance to Tajikistan and
highly evaluated current status of friendly political and economic cooperation between two
states.
"Incoming Joint Trade and Economic intergovernmental Committee's,
Meeting which will take place on 14-16
December, 2010
in Dushanbe, will give a strong impetus to further
strengthening Tajik-Austrian relationship and boost
fruitful and mutual beneficial bilateral cooperation" - said Emomali Rahmon.
Mr. Heinz Fischer noted that in the light of
further increasing cooperation Austrian Government has decided to appoint an Honorary
Consul in Tajikistan
as soon as possible. Austrian President invited Mr. Emomali Rahmon to take part
in World Economic Forum on Europe and Central Asia to be held in Vienna on 8-9 June, 2011.
As a result of transition to a more
higher level of bilateral ties between Tajikistan and Austria, both Heads of State agreed to prepare
basic legal background for upcoming collaboration, as well as to exchange high-level official visits
in 2010.

event in commemoration of late Ms. Shoista Mullojonova, the People Artist of
Tajikistan and winner of State Rudaki Prize in the field of Art. Shoista
Mullojonova has been recognized as an unsurpassed performer of Tajik classic
and popular songs and works by Tajik composers. Indeed, she possessed a unique
singing voice with a broad range and rare strength of a lyrical soprano.
She was fond of national
masterpieces of "Shashmaqom" classical music, as well as european opera performances.
All this placed her in an inviolable part of the modern history of Tajik
professional musical art.
Addressing the audience
Ambassador Nuriddin Shamsov conveyed on behalf of Government of Tajikistan deep
condolences to the family of late Shoista Mullojonova. He has mentioned
key-role of Shoista Mullojonova in rising of contemporary culture of Tajikistan and
her personal contribution in preservation and further development national
traditions of musical art. He stressed that since independence the Government of Tajikistan is
making efforts to pay tribute to creative
achievements of national performers, such Shoista Mullojonova, as well as to
support continuation of classic traditions.
At the end of the Commemorative Event a documentary
film was shown dedicated to the life
and incredible talent of Shoista Mullojonova in Tajikistan
and USA.
Clearly
more weakly than the last year was the competitive programme of the
International Film Festivals Innsbruck-2010. Prominent films were absent, with
"True Noon" of the Nosir Saidov, Tajik Film-Director Jury
decided from Marie Miyayama, Kurt Lanthaler and Friedrich Engelhardt with the
assignment of the film award endowed with 5000 Euros of the province Tyrol,
however, at least, on the right film. This film has been shown once again on
Friday 04th of June, 2010 in the Leokino in Innsbruck.
Everything seems
to be fine in a small village in Tajikistan. The villagers are looking forward
to the upcoming marriage between Nilufar and her loved one. A film is about
borders and the ability of people to overcome hardships.
"It is about conflict and friendship and not around the
political", explained the cameraman Gergiy Dzalaev in the discussion after
the film. "True Noon" gives a notion of the fact which effects can
have pulled borders on the life of the people. With his fable about the arbitrariness
of borders Nosir Saidov a small, allegorical film which functions under the
rules of traditional folk melodies has succeeded.
On 20 April, 2010 the Embassy of Tajikistan in Austria has arranged round-table meeting held in Kamensky's University of Bratislava, Philosophy Department.
The meeting was marked by interesting briefing launched by Ambassador Nuriddin Shamsov on Tajikistan's past and present, as well as its current development and priorities. "An important target of my visit is to familiarize the audience with genuine picture of my Country and to establish the bridge of collaboration between higher schools of Tajikistan and the University"- said Shamsov. Europeans and many others will now have a chance to be more aware of great scientific and cultural heritage of Tajik nation over the centuries; progress has been achieved since independence and its wonderful landscape and nature. Following the briefing, Ambassador Shamsov invited Slovakian students to take part in round-table discussion on contemporary Tajikistan and new opportunities for further strengthening of youth and educational ties between Tajikistan and Slovakian universities. In conclusion, both sides agreed to follow up the matter and continue fruitful cooperation at this end in 2010.
March 23, 2010 The Deputy Minister for Finance of the Republic of Tajikistan, Mr. Shavkat Sohibov and the Director-General, OPEC Fund for International Development today signed a Loan Agreement between Government of Tajikistan and the OFID on Kulyab-Kalaikhumb Road Project in the amount of 13,000.000 $.
The target of this line of credit is to assist Tajikistan to implement construction of Kulyab-Kalaikhumb road and related infrastructure between Shurobod and Shaghon transport corridor connecting the Central and South parts of the Country with Eastern Tajikistan and China at length 40 km. Ambassador of Tajikistan Nuriddin Shamsov attended the ceremony of sighning of the Agreement took place in the Headquarter of OFID in Vienna.

United Nations Secretary-General Ban Ki-moon: Message on World Water Day, 22 March 2010
VIENNA, 22 March - Water is the source of life and the link that binds all living beings on this planet. It is connected directly to all our United Nations goals: improved maternal and child health and life expectancy, women's empowerment, food security, sustainable development and climate change adaptation and mitigation. Recognition of these links led to the declaration of 2005-2015 as the International Decade for Action "Water for Life".
Our indispensable water resources have proven themselves to be greatly resilient, but they are increasingly vulnerable and threatened. Our growing population's need for water for food, raw materials and energy is increasingly competing with nature's own demands for water to sustain already imperiled ecosystems and the services on which we depend. Day after day, we pour millions of tons of untreated sewage and industrial and agricultural wastes into the world's water systems. Clean water has become scarce and will become even scarcer with the onset of climate change. And the poor continue to suffer first and most from pollution, water shortages and the lack of adequate sanitation.
The theme of this year's World Water Day, "Clean Water for a Healthy World", emphasizes that both the quality and the quantity of water resources are at risk. More people die from unsafe water than from all forms of violence, including war. These deaths are an affront to our common humanity, and undermine the efforts of many countries to achieve their development potential. The world has the know-how to solve these challenges and become better stewards of our water resources. Water is central to all our development goals. As we mark the mid-point of the International Decade for Action, and look forward to this year's MDG Summit, let us protect and sustainably manage our waters for the poor, the vulnerable and for all life on Earth.

VIENNA, 21 March - The General Assembly's decision this year to recognize the International Day of Nowruz is evidence of a growing global awareness of the holiday's significance not only in the regions where it is celebrated but around the world. For millennia, when the sun crosses the equator and the northern hemisphere enters Spring, peoples in the Balkans, the Black Sea Basin, the Caucasus, Central Asia, the Middle East and other regions have carried out their own special traditions in celebration of Nowruz. These rituals, from repainting homes to visiting friends to preparing symbolic meals, are infused with a spirit of renewal and can inspire not only those conducting them but all people. As we commemorate this first International Day of Nowruz, I hope countries and people around the world will draw on this festival's history and customs to promote harmony with the natural world and foster global peace and goodwill.

Vienna, 27 January 2010. The prospects for trade and economic cooperation between Tajikistan and Austria are wide and promising in fields such as energy, industry, agriculture, communication etc. Tajik-Austrian bilateral relations have evolved over the last years to satisfied level opening new opportunities for investment in the economy of Tajikistan.
Promotion of the transfer of modern technology from Austria to Tajikistan is possible in the best way. The economic compatibility of both countries is clear - Austria offers the complete range of technology needed by Tajikistan to exploit its natural resources, improves its infrastructure and diversify its economy.
To this end, yesterday Tajik Ambassador visited Austrian Federal Economic Chamber (WKO) and met Dr. Heinz Walter, Regional Director CIS to discuss outline for bilateral cooperation on trade and economy in 2010. Being located in the heart of Central Asia Tajikistan is rich with water and mineral resources and would offer more favorable conditions to European partners to deploy investments there, particularly in the sphere of water energy, alternative energy resources and agriculture- stressed Ambassador Nuriddin Shamsov. On this occasion, new edition of Business and Investment Guide prepared by the Tajik MFA was presented to Austrian Federal Economic Chamber.
Upon conclusion of the meeting it is agreed to send mission of Austrian entrepreneurs to Tajikistan in autumn 2010 to discuss new prospects of upcoming collaboration. Both sides concluded to conduct Third Joint Tajik-Austrian Economic and Trade Commission Meeting will take place in first half 2010 in Dushanbe and signing of the Bilateral Agreement on Investment Protection. Dr. Heinz Walter affirmed that a group of Austrian companies will take part in Industrial Fair to be organised on March 2010 in Dushanbe also.
December 11, 2009 Diplomatic and Technical staff of Tajik Embassy in Austria has supported the initiative of Government and leadership of Tajikistan regarding implementation of National prioritized hydro-power projects and decided to transfer three days wages to support construction of Roghun HPP. Furthermore, to this end the Embassy intends to enlarge its collaboration with Austrian public and private institutions in order to attract local business and investment circles widerly to water and energy projects in Tajikistan.

On 1-2 December 2009 in Athens the official delegation of Tajikistan attended the 17th Meeting of the OSCE Ministerial Council headed by the H.E. Minister of Foreign Affaires, Hamrokhon Zarifi, as well as Ambassador Nuriddin Shamsov, the Permanent Representative of Tajikistan to the OSCE and Mr.Muzaffar Huseinov, the Head of International Organization's Department of the Ministry.
Addresing the Meeting Mr. Zarifi noted that further development of hydro-energy sphere is vital issue for future of Tajikistan. Government of Tajikistan will continue implementation of prioritized water and energy projects transparently and openly. He stressed that recent water shortage in Central Asia raised not because of construction of large dams but rather motivated by intensive and wasteful utilization of water and land recourses over the last years. Zarifi encouraged the OSCE Participating States to support the initiative of Tajikistan on announcement of 2012 as an International Year of Water Diplomacy as well as co-sponsor other Tajik proposals on the matter.
Then he assured that Tajikistan stands on the continuation of OSCE reforming process and its adaptation to modern challenges. Minister Zarifi suggested to initiate the process of reviewing of the OSCE strategic cooperation with developing Participating States. Combating of international terrorism and various manifestations of extremism, drug trafficking, transnational organized crime, epidemics, environmental challenges should be on the top of the OSCE agenda in 2010. Another topic of his annual address dedicated to mine danger on the borders of Central Asian countries appearing over the last year as a serious challenge to the regional security and stability. Minister named minefields in Central Asia the tragedy and invited delegations of the Participating States to share concern and make efforts to provide practical assistance in order to meet this problem.
In the framework of 17th Meeting of the OSCE Ministerial Council, Minister Zarifi had a number of fruitful bilateral meetings with the heads of the OSCE and international organizations delegation, such as Director of the OSCE Conflict Prevention Centre, Ambassador H. Salber, H.E Minister of Foreign Affaires of Slovakia, Mr.Miroslav Lajcak, Deputy Assistant of State secretary of USA for South and Central Asia Affaires, Ambassador George Krol, H.E. November 10, 2009 As a regional organization with security focus, the OSCE has acknowledged that energy security and climate change represent serious challenge. The OSCE actions are meant to be part of the global efforts in the area of climate change to contribute to the analysis about possible security implications of climate change as one of key regional organizations. Within its mandate since September 2009 the OSCE Greek Chairmanship initiated Corfu-Process brought together all 56 Delegations to discuss background components of future security architecture of Europe, including energy and environment related issues. Addressing Corfu Process Meeting in Vienna on November 10, 2009 Ambassador Nuriddin Shamsov stressed that climate change is the risk threatening security in the OSCE area, including Central Asia, with implication on environment, public health, human well-being and other components of sustainable development. Furthermore,
permanent climate change increases tensions not only within the
certain country, but may trigger negative implication in the region as
a whole. Hydro-power as a most prioritized sphere of energy in term of environment protection creates more favorable conditions for further economic development of the region, rational use of water resources and poverty alleviation. The setting up of open-dialogue and promotion of regional cooperation on energy security and climate change issues should be on the top of incoming Agenda of the Organization in 2010. Before the OSCE Ministerial Meeting scheduled on 1-2 December 2009 in Athens, the OSCE delegations continue in Hofburg in the framework of Corfu-Process deliberations on the basic elements of future European Security Architecture.

Discussions on the OSCE Draft Unified Budget-2010 is running now in ACMF with participation of all 56 OSCE Delegations and representatives of the field offices recently have arrived in Vienna. With regard to the OSCE Office in Tajikistan's Budget Proposal - 2010, the ACMF meeting concluded on October 30, 2009 in Hofburg. Ambassador Ivar Vikki, the Head of the OSCE Office in Tajikistan said that the 2010 Proposal is featured by programmatic continuity and consolidation. The proposal is itself the result of an extensive process of consultations with the Government of Tajikistan - he added. "We welcome realistic approach undertaken this year by the Office in the preparation of Budget Proposal- said Ambassador Nuriddin Shamsov, the Head of Tajik Delegation to the OSCE." "Tajikistan supports the Office incoming activity with focus on priority tasks of the Government of Tajikistan with regard to intensified cooperation in the field of border strengthening, demining, counter-narcotic programmes, investment attraction, small and medium hydro-power projects, cross-border issues, FEZ enhancement etc. My Delegation is keen to see the Office in its capacity as a catalyst for upcoming social and economic changes in the host country" - he continued. It should be to note that the OSCE Office Budget for 2010 is 6.1 mln. Euro. The volume of ongoing Extra-Budgetary projects is about EUR 5.5 million. In conclusion, Amb. Nuriddin Shamsov called the OSCE Office upon further close collaboration with Tajik Government and demonstration of transparency and openness in its ongoing activity.
September 21, 2009 In line with current development of bilateral cooperation between Tajikistan and Austria, Tajik Ambassador Nuriddin Shamsov initiated Round - Table discussion on water management and energy issues in Central Asia which conducted jointly with Austrian University of Agricultural Sciences, Department of Water Management, Hydrology and Hydraulic Engineering in Vienna attended by the University's staff and other collaborators. Tajikistan is committed to promote regional cooperation in Central Asia in the field of water management and energy reportedly. The upcoming climate change and environmental crisis in the region will have serious security implications for population and sustainable development. Taking note environmental challenges, the political leadership and Government of Tajikistan initiated a number of ideas with focus on taking immediate steps to address water and energy problems in Central Asia. H.E. the President of Tajikistan Mr. Emomali Rahmon is one of active promoters of water initiatives at the regional and global level. Recently, he proposed the International Water Forum to be arranged in Dushanbe in June 2010. Dr. Prof. Hans Peter Nachtnebel stressed active role of Tajikistan in the field of water management demonstrated since last years. He said the water ideas of Tajikistan are worthy to be supported with regard to the great interest to this problem. The Danube Basin countries gained valuable experience of joint efforts to establish ICPDR as well as fruitful cooperation in Europe. In conclusion, Ambassador Shamsov proposed to continue dialogue in future and extend public awareness of the matter in Europe.
September 18, 2009 On the sideline of the 53rd IAEA General Conference in Vienna the Permanent Representative of Tajikistan to the Agency has discussed with Mr. Dough Northey, Director Division of Personnel Department of Management prospective of Tajik national experts and natural scientists employment in IAEA Secretariat and related institutions. Ambassador Shamsov emphasized that the issue of Tajik national experts involvement in upcoming IAEA activity is among top priorities of the Government of Tajikistan. There is serious gap - he said - to be filled with regard to existing potential and scientific capabilities of Tajikistan to promote Agency with experienced and qualified candidates. Director D. Northey noted there is progress in comparison with last year job applications submitted by Tajik nationals. Currently, the Agency received from Tajikistan nine applications for employment within the Agency which would be carefully considered - he said.

In the framework of Tajik official delegation's participation in the 53th IAEA General Conference in Vienna, the Permanent Representative of Tajikistan to IAEA Ambassador Nuriddin Shamsov has met Mr. Miroslav Gregoric, Section Head, Office of Nuclear Security to discuss current status and upcoming involvement of IAEA in radioactive waste and nuclear projects in Tajikistan. Both sides reviewed wide scope of issues with regard to the proposal of Prime - Minister of Tajikistan, Mr. Oqil Oqilov to create synergy of the OSCE and IAEA's efforts in Taboshar (Nothernst Tajikistan) to address huge radioactive waste tails inherited from Soviet period. It is agreed to inaugurate in early 2010 the project of rehabilitation of Faizabad Waste Disposal located in Central Tajikistan with total cost of 600.000 USD.
August 20, 2009 As a result of successful collaboration between Permanent Mission of Tajikistan and UNIDO since early 2009, Parties have reached recently an agreement to send Assessment Mission to Tajikistan on 20-25 October 2009. The UNIDO Mission will be tasked to conduct negotiations and consultations with relevant Tajik authorities to design Long-Term Programe of Cooperation in the field of small-medium hydropower stations and enhancement of Free-Economic Zone's infrastructure. It is expected that both sides will discuss possible ways of assistance to Tajikistan with regard to the problem of Sarez-Lake as well as other spheres of cooperation also.
August 16, 2009 On 16 August 2009 Ambassador of Tajikistan Nuriddin Shamsov has met the Director-General of OPEC Fund for International Development (OFID) Suleiman J. Al-Herbish. Ambassador Nuriddin Shamsov expressed satisfaction with the level of interaction between OPEC Fund and the Government of Tajikistan for last years and pointed out both sides have more potential to continue fruitful cooperation in the future. Government of Tajikistan decided to focus on development of hydro-energy infrastructure, communication and transport as priority spheres of national economy and makes efforts to create favorable environment for further participation of international financial, investment and donor institutions in the process of implementation of national projects. He added that "open door" - policy and other positive initiatives declared by the Government of Tajikistan will promote good background for more effective collaboration with partners and bring better outcome. Suleiman J. Al-Herbish expressed his support to joint projects being implemented in Tajikistan. He said that his Fund will continue financial contribution to the construction of Kulob-Kalai- Khumb Highway. OFID has elaborated a new project of cooperation with Tajikistan in the field of road construction for 13 million USD which will be submitted on December 2009to OPEC Board of Governors for endorsement.
August 10, 2009 On 10 August 2009 Ambassador of Tajikistan to Austria Nuriddin Shamsov and the President of Islamic Union of Austria Anas Shakfe have organized Round-Table discussion on "Status of faith in Tajikistan and the role of Imomi A'zam in the history of Islam" held in IGO Headquarter in Vienna. The event attended by Union's Board members and representatives of various Islamic communities of Austria. During the exchange of views Tajik Ambassador informed participants on current status of Islam and religious communities in Tajikistan as well as steps undertaken by political leadership and the Government aimed at further promotion of religious freedoms and conscience. Giving tribute to the great role of Hanafiya tradition in the history of Central Asia and Tajik people throughout last centuries, paramount importance of tolerance and humanity disseminated among muslim population in the area, the Government of Tajikistan has declared 2009 the Year of Abu Hanifa Nu'mon ibni Sabit's 1310 anniversary. Accordingly, an International Forum dedicated to that event will take place on October 2009 in Dushanbe the capital of Tajikistan-he said. The IGO President Anas Shakfe pointed out there are more than 400 000 Muslim population living in Austria and 80% of them are the followers of al-Hanafiya tradition. He noted that according to available sources, status of Muslim communities in Tajikistan is better in post-soviet area. He extended his support to the initiative of H.E.President of Tajikistan Emomali Rahmon on the matter. Tajik Ambassador invited his counterpart to take part in upcoming international event and to make written contribution. Both sides have agreed to continue constructive and fruitful cooperation in the future.

In the framework of bilateral cooperation with Austria in the field of education and student exchange, Austrian UNINET team of supervisors will visit Tajikistan in early September 2009 to select a group of Tajik candidates to continue Phd and Postgraduate Education under appropriate Austrian research institutes. Accordingly, the UNINET delegation headed by Mrs. B.Vinkler intends to establish fruitful scientific contacts with Tajik scientists from Tajik Academy of Sciences and universities dealing with natural sciences and technology. The project will be funded by Austrian Ministry of Sciences and Scientific Researches as well as other regional stakeholders.
